All 17 regions in the country have yet to reach at least half of the targeted population for booster vaccination, prompting the Department of Health (DOH) to reconsider its vaccination strategies as Omicron subvariants capable of evading immunity continue to cause an increase in infections.

According to Health Undersecretary Maria Rosario Vergeire, booster rates have been sluggish across the regions, with none reaching at least 50%. Metro Manila has the highest booster coverage at 43%.

"The remaining regions have very low booster uptake." That is why, in a Laging Handa briefing, Vergeire stated, "We want to closely monitor these regions that are lagging behind so that we can increase the level of vaccination in their area."

According to the DOH official, booster vaccination has "plateaued" since March, averaging only around 200,000 shots per day.

"If we continue at this rate per day, we will not be able to meet our targets within the timeframes we have set," she said.

The National Vaccination Operations Center, now led by Vergeire, is sticking to the old vaccination targets set by the Duterte administration, which were set at 70% of the total population of 110 million.

There is no set timetable.
"Of course, we want to achieve 70% for the booster as well." "However, this would be subject to operational constraints," Vergeire explained.

No specific timelines have been established, but she stated that "phased targeting" would be used to allow implementing units some wiggle room to meet their inoculation targets.

Vergeire stated, citing the most recent data, that approximately 40 million Filipinos eligible for a first booster have yet to receive their COVID-19 shots. This amounted to only 72.7 percent of the total eligible population in the United States.

According to Vergeire, among the strategies being finalized to increase booster vaccination are the resumption of national vaccination days and inoculation campaigns through "outreach and setting-based campaigns."
